How is geoanalytics enabling strategic land planning in Singapore?

GEMMA is making it easier for URA and other planning agencies in the city-state to jointly analyse and evaluate urban planning scenarios.

The Geospatial Information System (GIS)-Enabled Mapping Modelling and Analysis (GEMMA) is making it easier for planning agencies in Singapore to jointly analyse and evaluate urban planning scenarios.

GEMMA was developed by the Urban Redevelopment Authority (URA) together with Institute for Infocomm Research (I2R) and other planning agencies. GEMMA, which is based on Esri's geospatial platform, provides a common platform to conduct integrated land use planning analysis and simulation.

The platform provides planners with map-based data such as existing and future land use commitments, transport network performance, demography, and location and capacities of utilities and amenities. As such, planners can collaboratively analyse, compose, and evaluate urban planning scenarios.

For example, the planners using the platform can identify which area is more accessible via public transport, or the best locations for different establishments or amenities to be put up.

According to its chief executive officer Ng Lang, URA hopes that combining GEMMA with related data analytics tools will help "improve the way they plan and coordinate across agencies."

The GEMMA tool received a Special Achievement in GIS (SAG) from global mapping giant Esri for its innovative use of geo-analytics on Wednesday (12 July 2017).
